Quad Foreign Ministers' Meeting: Focus on China and Indo-Pacific

External affairs minister (EAM)  S Jaishankar attended the fourth foreign ministers meeting of the four Quad nations in Melbourne on 11 February,  along with his counterparts from Australia, Japan and the US.  This was the third in-person meeting of Quad Foreign Ministers, following Tokyo in October 2020 and the inaugural meeting in New York in September 2019. Ministers last met virtually in February 2021. The study explains the decisions taken in the meeting; India’s nuanced position on Ukraine and Myanmar; argues that India is more forthcoming now on the grouping; that its embrace of Quad has been swift and growing; India’s candid views on China’s coercive policies; the subsequent visit by Jaishankar to the Philippines in an attempt to  shape the regional environment; and finally a view that the Quad meeting was ‘political, sincere and focused on how to take the grouping forward with a shared vision’.
